The mission of the Wayne County
Family & Children First Council is to facilitate and coordinate
the provision of adequate educational, health, judicial, social
services, mental health, mental retardation/developmental disabilities,
recreational, vocational and residential services for the children
and youth of Wayne County and their families.
Service Coordination in Wayne County builds
on the strengths of the Council and supports the Council
mission. Its purpose is to assure the appropriate use of
available resources.
Service Coordination in Wayne County is also a response
to a statewide initiative where local Family & Children
First Councils are required to work together to design and develop
a better system for responding to the strengths and needs of
children and their families. The public family and child
serving agencies and systems of Wayne County offer a broad range
of mandated and discretionary services to families. Service Coordination
in Wayne County
includes:
A
process for obtaining service coordination for a child with
multiple needs, who is a resident of Wayne County,
Ohio and is between the ages of birth to age 18, and in some
cases to the age of 22;
A
procedure for assessing the service needs of the family
of any child who is abused, neglected, dependent, unruly,
or delinquent and under the jurisdiction of the juvenile court
or a child whose parent is voluntarily seeking services;
A
procedure for development of a Family Service Plan designating service responsibilities among various
state and local agencies that provide services to children
and their families, including children who are abused, neglected,
dependent, unruly, or delinquent and under the jurisdiction
of the juvenile court or a child whose parent are voluntarily
seeking services.
A
dispute resolution process to serve as the
process that must be used first to resolve disputes among
agencies represented on the Council concerning the provision
of services or funding for service to eligible children.
Service
Coordination builds on the county's strengths
of existing cooperative efforts, but also identifies needed
areas of improvement and agreed upon strategies for achieving
an effective network of family strengthening services. The local
Service Coordination participants share a common philosophy
of working with families that emphasizes 1) treating
families with respect, and 2) acknowledging mutual responsibilities.
